This "Classic Color Panel", does change colors in a lot of Windows applications (third party apps.), yet, I discovered that a lot of comments are correct, right here, Explorer colors appeared not to adjust, other than about the menu area. Reduce the contrast of your screen. That is what I did to improve the appearance. For me the comparison was set to 100% and also as I reduced it to about 70% , it looked ok.
