The phrase "Let me be clear" seems appropriate. However, it is a bit more forceful than "Don"t obtain me wrong."

Interestingly, as soon as I googled this, I found many hits criticizing President Barack Obama for overutilizing this expression (in addition to "Make no mistake," which can additionally serve in this context). Perhaps that"s why it pertained to my mind?
