Computer slow after factory reset

Okay so here's what's happening as the title doesn't really define it well:

I'm currently on a Dell predeveloped, I literally just finiburned building my very own PC, however this COMPUTER is going to my dad.

The difficulty with this computer system is that no matter what I carry out, it slows down completely and also points such as Google Chrome won't open up and my downlots folder won't fill up. If I execute a manufacturing facility reset, 3-4 days after it slows dvery own aget and also when aget programs won't open up.
